MEXICO CITY — Costa Rican President Rodrigo Chaves says his government, seeking to expand trade in Asia, has started working toward joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. The move comes after Ecuador applied for membership in the treaty.
